You have probably turned off "Show Login dialog on startup" option:

New Session popup not working

Every time I started winscp the "new session" window would pop up, but that's no longer the case. I checked update logs and there's no mention of this featured being removed or having to set it up manually.
Any ideas how to fix? I downgraded my app and it worked with previous versions.
