I recreated the issue and shared those 11 points to provide as much useful information as possible; logs usually help with troubleshooting, so apologies for missing them earlier. My original intent was to ask for help.
I had been using WinSCP to monitor the transfer rate because Windows Explorer’s built‑in FTP transfer doesn’t show that. It’s possible I unintentionally changed a setting that caused the problem.
This post is now mainly for visibility. Since then I uninstalled WinSCP and removed its related files, folders, and registry keys. For now I’ll stick with Windows Explorer FTP transfers or a network share.
To others: please include logs when you can — they really help if someone else hits a wall and needs assistance.
