I'm afraid that it would cause confusion. You can extract the winscp.com form installation and than safely uninstall.

As far as I noticed the winscp.com (not *.exe version) is NOT available as standalone app (as the winscp.exe is).

Please could you add such a winscp.com standalone download.

I prefer to deal with non-installing-files.
