If that does not help, please provide us more information, like version of Windows you are using, protocol you are connecting with, etc.

WinSCP client time is one hour ahead of time on server

The time stamp of the files shown in the winscp client is one hour more than the timestamp of the file on the server. I have downloaded the latest version and it is still the same.
