WinSCP does not support this.
But you can easily write a batch script that loops every few seconds, and runs WinSCP upload script, if it finds any file in a local folder.

Is there a way to watch a local folder for new files, and then move them to a ftp location. I have tried the "Keep remote directory up to date", but I need the files to be deleted after the move.
Any help is much appreciated.
