WinSCP 5.13.7.9125 and PuTTY PSFTP 0.70

Hello,

I have a question about WinSCP 5.13.7.9125.
If the program uses a part of the source code from PuTTY, why download speed via SFTP in WinSCP is about 40-800 KB/s and download speed via PuTTY PSFTP is 2.0 MB/s at the same time on the same PC?

OS: Windows 7 x64 Pro
Optimize connection buffer size: Off
Enable compression: Off (Blowfish is the first cipher in the list)
