The problem might be the un-encoded en-dash (–). Try enabling "Tolerate non-encoded special characters in filenames" at:
https://winscp.net/eng/docs/ui_login_webdav

This seems to HTML decode just fine to exactly what is expected. I'm unsure why it could be failing to parse this?
