Can not open output file

I am using the .NET assembly version of WinSCP on a Windows 7 machine.
System says local output file is being used by another process. So I had the process create a new file name. Still the same problem. Have you seen this before? Shouldn't be another process using this new file. I am attaching the Session.log and Debug.log

I have since solved my own problem. There was some extraneous code opening the file before WinSCP tried to use it.
