Adjust remote timestamp with DST via winscp.com

At present I'm running the following syncronization command to keep a bunch of remote files up to date:
winscp.com user:pass@location -hostkey="hostkeystring" /command "lcd \\sourceshare\website_content" "synchronize remote -delete" exit
However everytime this runs a number of files which are identical are copied across. I believe this is due to the timestamp - running a compare from winscp interface supports this. However when I choose the environment variable "Adject remote timestamp with DST" then the syncronization behaves as expected.
Is there any way to choose this setting from winscp.com?
I was running 4.1.9 - however am now on 4.2.2 beta.
