Related to Issue 2080.
As of now, it is slightly better, probably due to some Windows update. Now at least not-expanded arrow is light. Maybe it gets fixed completely by Microsoft eventually.

Note that WinSCP does not draw the arrows. It's the Windows system that does the rendering. So changing the color is not an easy task.
