Changing Working Directory

Is it possible to change the working directory in WinSCP using C# scripting

WinSCP .NET assembly API uses absolute paths. There's no need to change a working directory. What do you need it for?

Yes, that's what Session.PutFiles or Session.PutFilesToDirectory do.
