Local folder pane empty and directory cannot be changed

Hi,

My WinSCP local folder pane in commander view is not loading a directory when I start the application, and just shows as empty:

If I try to change to My Documents or Desktop folders, nothing happens:

Any thoughts on why this may be? If I run as a local administrator, they can change to My Documents and Desktop folders, but not C:\.
