WinSCP 6.3: UI doesn't appear on startup (Windows Server 2012)

UI won't appear, but shows running in background.
Server has just one monitor, so it's not a multi-display issue.

I've tried all options under:
Why is WinSCP window not showing after I start the program? Only a taskbar button appears.

Please provide a link to the debug download version, so that I can find out why this won't launch.
