Why can I never save directores?

My copy of WinSCP v6.3.6 will never open the correct local directory when connecting to server (Win 10 64 bit)

It always opens the last directory used.

I have checked the directories under advanced and they show correctly there but the program just ignores those.

What am I missing?

Please post some screenshots and logs documenting what are you exactly doing.

I have tried multiple combinations of available check boxes. Nothing works.
It will only load last used folder. Never the one saved in config.

( for some reason webp files not permitted. Had to do over. )
