Timeout Connection between a Windows 11 PC and Windows 10 PC

I have a Windows 11 connected to a Windows 10 PC via of ethernet cable. I can ping each PC, but I cannot connect using FTP in WinSCP. The Windows 10 PC is wide open allowing connections. I have change the firewall settings as well. But I still get a timeout connection error.

Is it WinSCP problem? Does it work with any other FTP client?

I haven't tested no other FTP Client program, but I think the issue is that one of the PC's doesn't have file sharing turned on. I'll have to reach out to our IT Group about that issue, to see if that resolves it.
